I visited many subsistence farmers at their homes in the mountians outside Sucre. Without PASCAR welfare organization, I would have been seen as a dangerous outsider.

People in Paternoster waiting for the boats to come in with their catch of the day. This photo-essay looks at the impact of the implimentation of fishing quota systems on subsistance fishing communities. The quotas left many fishermen who had been relying on the ocean to survive for generations without an income.
